Local Law Enforcement Block Grant (LLEBG/JAG) Program
The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. The Recovery Act means that additional LLEBG/JAG funding will be available for State and local agencies within the State of Missouri.
The Local Law Enforcement Block Grant/JAG (LLEBG/JAG) Program is administered by the U.S. Department of Justice, Bureau of Justice Assistance (BJA). This program supports the implementation of comprehensive criminal justice strategies developed by each state and territory.
Missouri is awarded funding through the U.S. Department of Justice's Edward Byrne Memorial Justice Assistance Grant Program, which replaced the Byrne Formula and the Local Law Enforcement Block Grant Formula Programs to create a single funding mechanism that will simplify the administration process for grantees.
LLEBG/JAG contracts administered by the Missouri Department of Public Safety, Office of the Director, are awarded to law enforcement agencies through their respective city or county unit of government. Short-term contracts are awarded in amounts up to $10,000 (must equal $9,999.99 or less) for purchase of equipment directly related to basic law enforcement functions and officer safety. (Local governments entitled to at least $10,000 awards shall apply directly to BJA for their local JAG grant and are thereby ineligible to apply to DPS for LLEBG/JAG funding: Recovery Act-JAG Program Allocations and Disparate Information)
Contract Period: September 1 to February 28
Purpose Area: Procuring equipment, technology, and other materials directly related to basic law enforcement functions and officer safety. Priority is given to those items clearly justified as officer safety related. Examples of eligibile equipment items include, but are not limited to, mobile and portable radios and repeaters (must be P25 compliant), lightbars, sirens, in-car cages, mobile data terminals, locks, safety vests and protective clothing, bulletproof vests, handcuffs, leg irons, flashlights, in-car cameras, and trauma kits.
LLEBG/JAG Recovery Act Funding: $1,192,655 to spent up to a duration of 4 years beginning in 2009

Eligible Applicants: Any law enforcement agency within Missouri through their respective city, county, school/university, or state department. Applicants must be compliant with Racial Profiling and UCR Reporting requirements to be eligible for funding. State agencies must have budgetary spending authority.
Application Information: Postcards will be mailed to every law enforcement agency in the state approximately May. The application deadline for the LLEBG/JAG grant will be announced in the upcoming months. The review meeting has not been scheduled yet, but funding notifications will be made shortly after the review panel meeting. Agencies receiving contracts can expect to receive a check in the amount of their federal award approximately September. Equipment should not be purchased until these funds are received.
